The suspect involved in Wednesday’s high-speed police chase through Lorain County and into Westlake has been identified as Richard Warren Roule Sr., 32, of Amherst. Roule is now facing 10 criminal charges, including multiple felonies, after being taken into custody following a multi-agency pursuit and a brief standoff.
The chase began on Wednesday, July 30, after law enforcement identified a vehicle matching a BOLO (Be On the Lookout) alert out of Lorain. Scanner traffic reported the suspect was traveling eastbound on Interstate 90 at speeds around 60 miles per hour, prompting a coordinated response from area agencies.
Avon Police deployed stop sticks near Route 83, successfully damaging the vehicle. Despite the damage, Roule continued driving, with parts of the vehicle reportedly falling off as it moved through multiple jurisdictions.
The vehicle exited I-90 at Crocker Road and turned onto Clemens Road in Westlake. Officers performed a pit maneuver near Bradley Road, bringing the vehicle to a stop. According to scanner reports, Roule refused to exit and was believed to be armed.
Westlake SWAT and a K9 unit responded to the scene. After a brief standoff, Roule was taken into custody with the assistance of the K9 and was transported to a local hospital for treatment of a bite-related injury. No injuries to officers or bystanders were reported.
Roule was booked into the Lorain County Jail, where he is being held on a $100,000 bond and classified as a maximum security inmate. He is charged with:
- Aggravated Burglary
- Abduction (F3)
- Grand Theft of a Motor Vehicle
- Assault – Knowingly Harm Victim (M1)
- Receiving Stolen Property
- Obstructing Official Business (2 counts)
- Fleeing and Failure to Comply with Police Orders (2 counts)
- Theft – All Other
The pursuit occurred on Wednesday, July 30, just hours after the funeral of Lorain Police Officer Phillip Wagner. With an increased police presence already stationed along I-90 for the motorcade, law enforcement agencies were on heightened alert, likely contributing to the rapid and coordinated response.
