LORAIN, OH — Lorain Police Chief Jim McCann has been placed on paid administrative leave as the Lorain County Sheriff’s Office begins an investigation into allegations uncovered during an internal review within the department.
The investigation stems from a prior internal case involving discrimination complaints filed by former Lorain police Lt. Corey Middlebrooks. During that process, additional allegations involving McCann surfaced, including claims that he made inappropriate comments to a subordinate officer and allegedly targeted a former city official.
The Lorain County Sheriff’s Office Major Crimes and Public Corruption Unit is overseeing the investigation. Deputies are expected to review a report prepared by the department’s Office of Professional Standards, which includes information related to the new allegations. The scope of the investigation is not limited to issues surrounding Middlebrooks’ termination and may extend to other matters identified during the review.
City officials said the decision to place McCann on leave is intended to maintain the integrity of the investigation and ensure that all parties involved are treated fairly. McCann, who was reportedly on vacation when the internal report was completed, has been ordered to surrender all department-issued property, including his badge, weapon, and identification. He is also prohibited from making public statements regarding the investigation.
Deputy Chief Michael Failing has been assigned to manage the department during McCann’s absence.
While McCann is not a member of the Fraternal Order of Police Lodge No. 3, he remains protected under Ohio civil service law, which requires just cause for any employment action. No formal charges have been filed.
The investigation remains ongoing, and McCann has not issued a public statement.
