LORAIN — Meeting on September 3, 2025, the Lorain Board of Control, led by Mayor Jack Bradley with Safety/Service Director Rey Carrion and other city officials in attendance, approved a series of measures ranging from fire department training to multi-million-dollar utility projects. The meeting opened at 11:22 a.m. and adjourned at 11:20 a.m.
Fire Department Training
The board approved three full-day trench rescue training sessions for all fire department platoons. The $7,050 program will also include seven utility workers and provides training in trench rescue, confined space rescue, and rope rescue.
Campana Park Naming Rights
A $69,500 request to engage the Superlative Group for negotiating naming rights to PC Campana Park was held in abeyance pending Lorain City Council approval.
Utilities Projects – Pearl & Tacoma Pump Stations
The board approved several related contracts for the Pearl & Tacoma Pump Station rehabilitation:
- Amended financing ordinance allowing up to $27.5 million in long-term loan obligations.
- A $25 million construction contract with Great Lakes Construction, the sole bidder.
- A $1.7 million construction management contract with Dynotec/Accenture.
- A $400,000 professional services contract with HDR Engineering for related work at the Jaeger Road Pump Station.
Jaeger Road Pump Station
A $537,000 sponsorship agreement was approved through Ohio EPA’s Water Resource Restoration Sponsor Program.
Purification Plant & Wastewater Treatment
- Approved $120,000 for Phoenix Tech International to rehabilitate two wash water tanks at the purification plant.
- Approved $100,000 for G.E.T. Industries to supply and install a grinder unit at the Black River Wastewater Treatment Plant.
St. Joseph Hospital Remediation
The board waived the 24-hour rule to approve a $2,177,950 professional services agreement with Verdantas, LLC for environmental remediation of the former St. Joseph Hospital site.
Vehicle Purchase
Another 24-hour waiver allowed approval of $47,510 for a Chevy Silverado 1500 from Hamilton Chevrolet. The new truck replaces a 2011 model with more than 103,000 miles. Additional quotes were sought, but competing dealerships declined to provide fleet pricing.
