Officers Use Taser During Arrest After Reported Elyria Disturbance

ELYRIA — A 31-year-old Wakeman man was arrested Sunday night after Elyria police responded to a reported disturbance involving a protection order violation and visible signs of injury inside a residence on the 1000 block of Barbara Street.

Officers were dispatched around 10:33 p.m. on December 7 after a caller reported that a child had run to a neighbor’s house with what appeared to be blood on her. Dispatch also advised that individuals inside the home appeared to have blood on them and that Jacob Edward Hanifon, who is subject to a protection order, was at the residence.

When officers arrived, they heard yelling from inside the home and observed blood droplets on the front porch. According to reports, Hanifon briefly opened the door before closing and locking it. Officers said they saw people inside who appeared to have blood on them, which raised immediate safety concerns due to the existing protection order.

Officers moved to the rear of the residence, where Officer Tucker saw Hanifon exit and begin running. Commands to stop were not followed, and Officer Tucker deployed his taser, striking Hanifon in the back. The device caused neuromuscular incapacitation, and Hanifon fell into the snow. Officers secured him in handcuffs.

Police say Hanifon resisted while being escorted to a LifeCare ambulance. Officers reported that he pressed himself against the ambulance and struck his head on it several times. LifeCare personnel treated him for cuts on his hands and minor facial injuries. No other medical assessments from the scene were included in the report.

Inside the residence, officers documented damage consistent with a disturbance, including a broken table and television. A protected party at the residence told officers an argument occurred earlier in the evening. She provided a statement to police and completed the domestic violence form. The report noted marks on her hand and finger, though the extent or cause of those injuries was not detailed. She asked an officer to file charges on her behalf because she was not able to go to the police station.

Police records also state that Hanifon has prior convictions from 2022 for domestic violence and for violating a protection order. Because of those convictions, the new domestic violence and protection order violation charges were elevated to felonies. Court records indicate additional probation violation charges linked to earlier cases.

Hanifon was taken to the Lorain County Jail, where no bond was set on the felony-level charges. According to jail records, he is scheduled for court appearances on December 8 at 9:00 a.m. and December 9 at 1:00 p.m.
